Distributing the patches using our current content subsystem should be fairly trivial. The patch tool of the AS is going to be accessible using the management model and as such is going to be available from the plugin using the existing infrastructure. Also the patch tool will provide the metadata about all avail patches on the box, so even the content discovery will work (even if there was no metadata provide through the management model, it should be fairly easy to discover because it is going to be persisted on the file system).
The patch tool is most probably not going to be a standalone tool, but rather available through the management API. This makes it a bit difficult to use using our current bundle subsystem, because we have no way of communicating with an RHQ managed resource from within a bundle handler.
